They are located in Tianjin, Fujian and Guangdong.
Chinese assistant Commerce Minister Wang Shouwen says each of the four different Free Trade Zones in China have their own characteristics.
"The one in Guangdong will focus on promoting in-depth economic cooperation between the mainland, Hong Kong and Macao, especially in the services sector. At the same time, the Guangdong FTZ shoulders the responsibility of upgrading China's manufacturing industry. The one in Tianjin will emphasize the joint development of Beijing, Tianjin and Hebei. The one in Fujian deepens cross-Strait economic cooperation and will support the belt and road initiative."
At the same time, the State Council has also released new versions of its negative list.
The list specifies restrictions for foreign investment in 122 areas.
This is down from the previous 139 on the list adopted in the Shanghai Free Trade Zone.
Foreign investors will be barred from sectors such as air traffic control systems management, Internet mapping, radio and television program production and the postal business, among others.
